The top screws on and when opened you've got a fine, felt tip applicator saturated in product (the bottom portion). I recommend wiping some off along the sides. The pigment is very rich and can create a very fine line along the lashes or you can layer for a thicker, bolder look. My friend said it was good for her sensitive skin too. It doesn't budge unless you want it to and I haven't had any issues getting it off with any of my face washes or even miscellar water and/or remover wipes.
**I haven't been able to do a cat eye with it but I'm not a pro at that yet and my hands just aren't steady enough with this smaller tip. However, I've used it as the base liner and created my "wings" with a different liner when necessary.
