I wonder why this is geared to those with more of a "junior" body-type? For instance, their bras are typically the smaller cups and larger breasts (but not huge) spill out.

It's a marketing ploy, the idea is young girls want bigger boobs, so they make the cups a bit small and the little ones think they're something special with a C cup instead of a B and they buy their bras at VS because they're boobs are 'bigger' there.

They typically make their bras a bit smaller because it's not sexy to be thicker

A lot of stores make their products meant for smaller bodies because they don't want "bigger" people making their products look "bad" society is just sad.
