Sure. I've put them on cupcakes for a beach themed party. They also make a good drink garnish! They're soft, so not a major choking hazard either.

I wouldn't since with a cake the texture strongly contrasts.

I love the idea of using them for fondue, but personally I have tried putting them on irecream before and I was not a fan at all, even though I really love them. The ice cream made them too cold and they became incredibly hard to chew, so I don't suggest doing so.
