Yes, they have. At one time there was a team known as the NHL Pirates (1925-1930) and the AHL Hornets (who the Detroit Red Wings held the rights to), but when the NHL expanded from 6 teams to 12 in 1967-1968 season. Penguins was chosen as the official team name in a contest. So although there have been other hockey teams that have played in the city of Pittsburgh, the Pittsburgh Penguins have always been the Pittsburgh Penguins.
