Yes but it also doesn't come off when your eyes get watery or anything. I use Neutrogena Oil Free Make Up Remover. Works wonders on waterproof mascara. That's the only kind of mascara I use.

Not if you use the right makeup remover! Make sure to grab one that says it removes waterproof makeup somewhere on the package- I like Garnier's Micellar water personally.

Removing waterproof mascara is definitely more difficult than trying to remove washable mascara. I always use neutrogena's makeup wipes and it comes off without a hassle!

It can be really hard to remove waterproof mascara because we generally try to remove it a water based solution. Check out Garnier's Micellar cleansing water (with the blue top, not pink). Be sure to get the blue top because it is for waterproof mascara. Shake it well and dispense on cotton pad/tissue and rest it over your eye for a few seconds and wipe. It's like it melts off, seriously amazing.

It is difficult, but the right products make it easy! Just look for a makeup remover wipe/towelette or solution that says it removes waterproof eye makeup. Neutrogena makes some great products!
