Is the elf brush cleaner worth it when you can just use dish soap?

It's a really good deal for a daily cleanser! It's important to actually wash your brushes out with soap and water, at least once a week, but you should always sanitize in between uses (especially for face brushes) to prevent bacteria and contamination of your skin! It's also not recommended to wash out brushes with soap and water every single day, even if you had the time, because it's a lot of extra wear and tear that'll make your brushes lose shape more quickly than they need to.

Don't use dishsoap if you want your brushes to last you a while. I would use baby shampoo, or dove soap.

It's worth it. And I definitely don't recommend dish soap for makeup brushes. Brushes are to be cleaned with gentle/mild soaps. This is great for a daily clean, but a once a week deep clean keeps your brushes in tip-top shape. Elf does sell a brush shampoo (that works great) but plain, regular baby shampoo works well too.
