3% is correct, but it's important to recognize that, according to tests done by "cosmetics cop" Paula Begoun, the pH (4.5) of CeraVe's lotion may render it less effective than a treatment with a lower percentage of SA and an optimal pH (between 3-4). According to CeraVe, the higher pH is to minimize irritation.
