I wouldent necessarily start giving it to them at a certain age, i would go by when they are able to understand how to use it.

I started having my kids rinse with water after brushing, to gain them the concept of "spitting" rather than swallowing. As soon as they had that down (around 4) I let them use the mouthwash (obviously kid friendly)
